There was or is a web site selling all sorts of corvette, chevelle, and camaro parts. Partzsurplus.com (Frank Cummings). If anyone has been taken by this site (as I was) get in touch with the U.S. Postal service or the FBI. Partzsurplus will send correct photos of parts and seem very professional. LOOK OUT.

I did the dispute thing. What I found out was all disputes aren't automatic with the card company UNLESS you were wearing pink tennis shoes on the second tuesday after your purchase,,, then the dispue letter has to go to committee and on and on and on....... B.S.. If you are a financial wizard then tell me the inner workings and I will comply. Thanks- Top

Then you need a different credit card company.
I had a charge from a campground on my card. I called the credit card company and told them it wasn't from me. Informed then that the credit card in question was ONLY used for Corvette parts, and there were none in the aforementioned campground nor that city that I had purchased. One phone call, charge removed.
It should be that easy. I've changed companies previously for bad service like you're describing. Often a discussion with the service manager will help, but often threatening to cancel them works too. I get several mailings weekly asking me to get a new card, so I wasn't worried about moving on and have made good on my threat to cancel a card.

Well this does vary from card issuer to card issuer perhaps. For example Discover will place a charge in a temporary dispute status based on a phone call only. Once disputed - a temporary credit is issued immediately. AFAIK at the very least a temporary refund to you IS automatic - and if there is no suitable response from the merchant - then it automatically reverts to a permanent refund.
I imagine the subtleties and nuances of the process vary from issuer to issuer. I can't speak for check cards however.

I just got off the phone with Capital One credit card company Big Dogs and guess what! They will not cover this fraud, in my opinion, because I did not receive a product at all!!!!!!! Beyond that the Va. sheriff's detective told me to have them send him the original records and they are refusing!!!!!! They are also refusing to set the amount aside because they want interest on it even if in the end they have to eat it. I was supposedly purchasing a set of origonal 66 knock offs so you know the amount is hefty. IF YOU ARE USING CAPITAL ONE CARD BE CAREFUL. I would dump it.- Top

Fair Credit Billing Act
This situation, if you did not receive the parts, is covered under the Fair Credit Billing Act (see link below). The law is very specific about what you are required to do and it must be in writing and sent to a specific address designated by the card company (not a phone call or note in you bill).
If you did not receive the parts and you follow these requirements (which the card company tells you about in very fine print) you are not required to pay. I went through this once and won easily.

I have worked in the credit industry for 32 years and the key to getting things done is to know your rights and put it in writing. Many of the people you talk to on the phone are hourly employees, collection agents, or contract employees. When you dispute a charge it makes for work that they do not necessarily know how to do or want to do.
The easiest out for them is to blow you off because the odds that you will get them back on the phone when you figure out what your rights are is virtually nil. That way someone else has to do the work. Always get names and always ask for a supervisor sometimes that works also. Unfortunately customer service is something of a mystery for many companies today.
Remember if they take it off your bill and it is a scam they will probably have to eat the loss which is something they do not want to do. The best advice is know your rights and exercise them.- Top
