If possible, what is the best way to polish out scrathes on an air cleaner lid and is there someone out there that offers this service? Thanks.

Scratched chrome can only be fixed by having the piece replated.mike -

If the scratches are deep enough to catch your fingernail, #14 is right.
If you are talking about swirl marks (those pesky fine scratches visible under the lights), maybe a top coat of "liquid glass" or other heavy polish/wax might minimize the problem.
