"The NCRS Way..."
I am not sure what the "the NCRS way" might be, but a REAL restorer (and after all, that is NCRS' middle name ) will make every effort to confirm that every bit and piece of the car is original. Once you are convinced that any piece is original to the car, then put it back like it was (restore it); if you determine it is NOT original to the car, then figure out what it should be, and run down the necessary parts.
Of course, the downside of that is if your car happens to have some little anomaly that is outside the best knowledge of the judging community at the time, then you will probably receive deducts according to its variation from the TIM&JG. If you can prove that the characteristic is original, then you might expand the edge of the judging envelope; if not, then you'll probably get whacked.
To be, or not to be...that is the question...Should we "restore" the cars?...or, Should we build them for judging points?
BTW, what were the colors of the primer coat and the sealer coat? That might be a clue to whether the car has been completely stripped and refinished.
