When cold, my '69 L46 4-speed idles at about 800 rpm. After it warms up, it idles at about 1200-1300 which seems high to me. The engine has been rebuilt to factory specs/factory cam and has about 1000 miles on it. Any comments/suggestions would be appreciated.

I don't know what kind of carb your running but it sounds to me like the fast idle cam is not functioning when the car is cold. The choke butterfly is probably working as planned and with the idle screw turned up the car manages to run at the 800rpm. Then when it is warmed up the choke butterfly is wide open and the car runs faster due to the high idle screw setting. I'll bet that if you set the warm idle speed where it should be the car won't stay running when it is cold. You need to find out what is keeping the fast idle cam from functioning. Let us know what you find.
