Spot weld on hinge covers for C1?

I am replacing the hinge covers on my 59. I took the two cover screws off, but the covers won't come off. It seems there is something holding them in the center. Are they spot welded?

They are part of the hinge as you remove the whole thing

Ok, but what about the replacements? Do they just "cap" on top of the hinge? Do you have to remove the whole hinge if you are just going to replace the hinge cover?

if you intend to have the car judged, pull complete hinge, drill spot welds to remove original caps, then spot mwled repos onto hinge main body. mike
