'82 Corvette Speedometer problem

I'm considering purchasing an '82 Corvette. It has cloth interior, in poor to fair shape, the passenger-side p.window does not work, the dash is cracked, etc. It does have glass t-tops, the air works, and supposedly it has 85 - 95,000 miles on it. Two questions: 1) If you're going 70 MPH, the speedometer shows you at 80 MPH. Is this a difficult and/or expensive fix and does it affect the value of the car? 2) Does 9,000.00 sound like a fair price?

It's hard to make a price judgement on a car that I've never seen, but unless there is something special about the car (is it a Collector's Edition, for instance), $9000 for a car in the shape you describe seems quite high. I don't think that I'd touch that baby for much more than $6000.

The speedometer error is probably not an expensive fix. It could either be a wrong tire size or the wrong speedometer gear in the tranny.
