I own a 1978 corvette and one of the hideaway headlamps fails to come up when I turn on the lights. I need to know if there is a switch in the car that keeps the headlamps in the up position until I can have the lamps repaired. Thanks.

Yes, there is. It's a "pull-down" switch located on the lower dash under the steering column. However, if the headlamp door fails to open with the headlight switch, it will also likely fail to open with the over-ride switch, either.
There is a procedure for manually opening the headlamp door if the vacuum system fails to do so and this procedure will be found in your owner's manual. Using this procedure you can open the reluctant door. You'll want to also leave the over-ride switch in the "down" position to ensure that the headlamp doors remain open until you get it fixed.
Most likley the problem is the vacuum actuator. About 90% of the time these actuators can be repaired by replacing the actuator rod seal. These seals are available from just about all the Corvette parts suppliers for about $15. They are easily installed after removing the actuator from the car, which is not difficult, either.
