C3 1970 Wiper Problem

Bench tested the windshield wiper motor and the motor works. With the key on I am getting power full time at two of the wires at the three wire plug to the motor, no matter what position the wiper switch is in. DOes it sound like the switch is bad? Not sure what else to do, but need to get the wipers going. Thanks in advance for the help

I'm not sure about a C3, but on a C2 there is power to the motor at all times and the switch completes the circuit to ground. I'd look in that direction.

Also don't forget to check the that the manual over-ride beneath the dash is not turned off.
