no, and there are many other aspects of a c-2 that the judges can utilize to differentiate a real from a wannabe outside exhaust vette.mike

The 66 AIM, pages 416 & 417 show the retainer installed prior to covers for side exhaust.

If you mean the long, skinny retainer that captures the upper return flange on the narrow bright rocker molding, yes. If you mean the vertical brackets welded to the sill that attach the bottom edge of the non-sidepipe car wide rocker molding, no.
