I have seen various sizes in my research, and am trying to verify that the standard '64 steel wheel was 5.5" wide, the '64 knock off wheel was 6" wide and the '67 rally wheel and knock off were both 6" wide. Is that right?

Re: C2 Wheel Size
You are correct! To expand, all '63 to '66 base steel wheels are 5.5" wide and the wheels used in '63-'64 will not fit on later disk brake C2s. The '64-'66 KOs are 6" wide and only vary by wheel finish (unfinished in '64, painted dark gray for '65 -'66 to hide brake dust) and trim cone finish - bright chrome except '66, which has a "brushed" finish.
Both the base '67 Rally wheels and optional bolt-on aluminum wheels are 15 x 6.
The 5.5" inch steel wheels have +0.44" offset. The '67 Rally, bolt-on aluminum and prior KOs (including adapter) have +0.060" offset.

Re: C2 Wheel Size
215/70R-15s on '67 6" Rally, '67 bolt-ons, or KOs should not interfere with
C2 fenders, and all the above wheels have the same +0.060" offset. When you measure the offset of KOs you have to include the adapter as I stated.
