Your main concern is exactly the main concern that myself and most other folks would have. There is equipment that is available that could handle the job. However, such equipment is so specialized that it would be unlikley that you could ever get you hands on it. Even if you could, it would take an experienced person to operate it and the resultant total cost would likley be a lot more than it would cost to remove the crank from the engine and have a machine shop do it.

Well, you'd likely never have me as a customer since I don't plan on drilling the snouts of any non-so-equipped cranks (i.e. I don't ever plan on using any 283 or 327 cranks for anything). I'd say that the market for such a jig would be small and ever-diminishing. What's more, the vast majority of those few still in service and with owners desiring the conversion would likley be done with the crank out of the engine. So, I really doubt that the rental of the jig would be something that would provide a generous, long-term retirement income.

            I've done a couple drill & taps...

on crank snouts. Not a lot of fun or very comfortable to do, but beat the heck out of a harmonic balancer and fan pulley through your hood...
