The float and needle valve are a good idea. Rochester Q-Jet floats won't cause the problems which you described, but they are VERY life-limited. Usually, the sealing material breaks down (or is scratched) allowing the nitrophyl float material to absorb gasoline and become "heavy". Then, you start to get a very rough idle and stalling condition.
