Ted, from what I have observed in my 70 AIM, I would say that the final "sign-off" date on AIM drawings may precede the actual implementation of changes by several months; the changes did not happen immediately. Assuming GM's procedures remained the same from the late fifties until 1970, a June time-frame for the actual implementation would be about right, and would fit with the holes being absent in July 59 as mentioned by John McGraw.
