1967 voltage reg. bolts

The three voltage reg bolts that held reg. to fender well, were they cadium or did they
get blackened out during the factory black out procedure?

They were originally black/gray phosphate out-of-the-box; they weren't affected by the blackout operation, as that was done in the Paint Shop, long before the bolts were installed.
