Was there anything that held the strands into the lenses in the console especially the bottom lens like a boot or grommet? If there is, where can I locate the parts mine are held in with electrical tape.

Fiber optic wires were stranded packed inside a plastic sheath. The sheath was cut back (just like removing insulation from an electrical wire) and inserted into a brass ferrule. The ferrule was crimped at the far end onto the fiber optic insulation with the individual strands running through the brass ferrule and out the opposite end. Each ferrule acted as a 'sleeve' to be inserted in the console's jewel display cavities.
The fact that you appear to have no brass ferrules on the ends suggests Bubba was in there before you doing repair.... But, another reason for 'tape' could be the jewel display itself. The ends where the ferrules insert are rather small wall clear plastic that can dry out and crack with age. This would let the individual terminations swing free. So, tape could be used for one of two reasons: (1) replace missing brass ferrules, or (2) a temporary fix for aged/cracked jewel display assy's.
Both (jewel display assy and ferrule) are available from Corvette parts catalogs supporting Shark cars. Check out the Corvette Central catalog. The brass ferrule will be included in their fiberoptic repair kit....
