Are the upper and lower seat cushion frames for 56-60 the same?

No, if you are referring to the spring assemblies themselves. the frame itself is one piece. Mike

Not the springs, I mean the lower "basket" that they sit in where the seat cover attaches to and the upper spring set frame.
