The service description is located just after the size designation and consists of a two or three digit number that is the load index followed by a letter to indicate the speed rating, if it's a speed rated tire. You need a table to convert the load index code to actual load, but this data is also placarded on the tire.
A treadwear rating of 460 is a fairly hard compound and a temperature rating of "B" would indicate a speed rating of no higher than "T" and probably "S"
Overall these are so-so tires, definitely not high performance.
Goodyear's police pursuit tire is the Eagle RSA in either 225/70R-15 or 235/70R-15. The service descriptions are 100V and 102V for the 225 and 235 respectively, and both carry a UTQG rating of 260wear, A traction, and A terperature.
The closest match in revs per mile to the OE F70-15 is 215/70R-15, but I recommend the 225/70R-15 for all Sharks since they all have enough wheel width for this size, including the 7-inch Rallys on '68. If anything the speedo will likely be more accurate as the F70s were a little less in revs per mile than the earlier 6.70-15 cars, and the speedo gearing did not change.
The F70-15 and 215/70R-15 are speced at 775 revs/mile, the 6.70-15 and 225/70R-15 at 760 revs/mile - about a two percent difference. When the tires wear down to the wear bars the revs/mile will increase about two percent.
