If your lights are dimming voltage SHOULD be getting to the starter. If you're having trouble with the starter interlock relay, it would act like a completely dead battery to the starter, but you'd have power to all other electrical items. To me, it sounds like the starter is locked up. The other post about the corrosion on the ground cable to is a big possibility too.
