Install lower and upper dip stick tubes - small bl

I am in the process of installing new lower and upper dip stick tubes in my 66 L79. The press of the lower tube is very tight (top flared section) and I can not get it installed. Is there a trick to get these pressed in?

I use a bolt about 3in long 3/8 and a small hammer to drive in the lower tube. Basically the same with the upper tube, but a 5/16 bolt about 1in long.

This may be a good time to ask, "how far above the block outer surface should the top of the upper tube be (measured along the tube)"? Reason, i jsut did an oil & filter change and 6 new quarts is still below Add on the dipstick.
