    Still having hard start problem

I have a 69 L-46 That is # matching the only thing I have changed recently is the carb. I bought a brand new one on e-bay.I had a post last week and I was told to check for a vacuum leak. I thought I found the problem when I found loose carb bolts, I forgot to tighten them all the way. This weekend I ran it a little and it took for ever to start. After setting the choke I pumped it 15-16 times before it finaly fired then several more pumps before it would start.Like I said the only thing different in the last few weeks is the new carb. Any and all ideas will be appreciated, thanks in advance.

does a 69 L-46, i know nothing about these "L" things, have a Q jet carb and does the fuel pump have a return line to the tank? if this is what it has make sure the carb had a fuel filter with a "check valve" because without the check valve the float bowl will empty.
