Per the JGM the hood catches should be blackouted as are the release cable and stop.
How about the bumper and bolt/nut? Was this installed in the catch before blackout or after? Per the AIM the plant installed the bumper and it could have been installed after blackout.
On both judged & non-restored cars, the blackout process looks like the spray passed to the firewall side of the hood latches, leaving the front of the latches unpainted. Others may comment or this.
