On 68 BB's, the exhaust manifolds are 3880827 (LH) and 3880828 (RH). My Colvin book shows that these manifolds were used for all 68 427's and only on Corvettes. However, if it's true that all 68's came equipped with the AIR system, then why don't some of these manifolds (cast during this time) have the AIR holes?

The 3880827 and 3880828 manifolds were supplied both with and without AIR fittings. For 1966 and 1967, only engines with AIR used the version with fittings; others used non-fitting manifolds. For 68-69, all used the version with fittings. The 3880828 right side manifold was used through 1974. Some versions have fittings and some don't, depending upon whether they were used for an AIR application.
These manifolds were also used on some passenger cars in the 66-68 period.
Although there were only 2 manifold casting numbers used for Corvette big blocks in the 66-69 period, there were FOUR different PART numbers. 2 part numbers were for the manifolds without fittings and 2 part numbers were for the manifolds with fittings. As I recall (I'm 3000 miles away from my reference library right now so I can't confirm), the part numbers for the manifolds without AIR fittings were the same as the casting numbers. The manifolds with AIR fittings were 3880833 and 3880834 (I think). In Appreciation of John Hinckley- Top
