I take it you didn't save the old liners... If not, my recollection is that the liners are about 1/4" to 1/2" longer than the shorter of the two leaves the liner is sandwiched between. If you have a 9-leaf spring and if you want to wait a day, I can measure the overhang from an original '66, 9-leaf spring that I have at home.
The excess liner length between each pair of leaves is the following, starting from the longest and marching up one side, then marching up the other side, again from longest to shortest pairs of leaves:
So, you can see the overhang is not consistent from liner to liner, nor from side to side. If you want to duplicate the way GM did it, don't be too careful. I'm sure the most common "error" is making each end of each liner hang out a consistent 3/8".
