C2- 1963 VIN tags

I have a question regarding the 1963 VIN tags. Are they attached by two spot welds or by rivets? I know later mid-year cars have the star-shaped rivets, but I'm not sure when that started.

Tom,

That's the way she came from the factory. If it looked any different, that's when I would be looking it over.

You may rest assured that the vin tag was attached to that crossbrace at the factory.
