      Dave when you remove your 66's headlight switch you will probably find that the coiled reostat wire is broken. The full on and locked position working usually indicates this failure.

          Dave -

          The headlight warning bulb gets its power feed from the headlight switch (20-ga. light blue wire), and is grounded at the microswitches (in series) at the headlight motors (gray/black wire). Check for power in the blue wire with the headlight knob pulled all the way out, and work forward from there. Hope you have the special #257 bulb in that socket, or it won't flash.

              John,

              I installed all new bulbs in the restored instrument cluster. The bulbs were from a Lectric Limited bulb kit. Carefully installed all of the proper bulb #'s in their respective sockets including this special bulb..
