The wheel well area (the black inner skirt no the fiberglass) is damaged on my 69. Can you repair the inner skirt without removing the fender? Can you do it so it is up to NCRS standards? The damage was caused years ago and not properly repaired. Where the inner skirt meets the fender is busted out about half an inch or so for a couple of inches. Could I just fiberglass it, spray it black and no one would see it?

How good of an artiste are you with fiberglass and where is the damage located? In addition, the part about "up to NCRS standards" will depend on the judge's skill and thoroughness; you could therefore get different answers to this question depending on all three of these parameters, including which NCRS meet you happened to go for judging.
If the damage is in plain view without resorting to mirrors and flashlights to find it, it is very likely that the repair would be detected. It will be very hard to get by without a deduct unless you are EXTREMELY GOOD with fiberglass. I personally believe it can be done, but most people will not go to this level of effort. The good news is that I doubt that such a deduct will materially affect your quest for Top Flight unless you are on the borderline.

I'm trying to get a handle on how to approach restoring this car overall. I'm so far away from the border you mention that I'd have to drive across country to see it. I just got the Eckler's fiberglass repair book and this was rolling around in my mind. The damage is at the outside edge of the skirt, so it would be hard to see. You're probably right that it would escape detection from most judges.- Top
