I'm confused about the body color paint under the hood of a "64. Does the body color stop like it was masked off or does the blackout overspray the underside lip of the hood. I hope this is stated correctly. Thanks for your time and help.

Check your Judging Manual. There is a good explanation of this under HOOD AND HARDWARE. The Blackout covers the entire interior side of the hood with the exception of the outermost lip which is body color. The blackout runs in a line with the upper portion of the hood in the hinge area where the structure turns in about 1/4 inch. The area is inconsistent ahead of the hinge and could have some blackout on the lip.- Top

The blackout is applied after the car has been painted and there is a definite line on both sides of the hood and the rear also. The front could not be masked so it goes all the way from blackout to some paint and back again. In other words it's a gray area as the hood was on the car when it was primed, painted and then blacked out. Roll the dice on the front but imagine how overspray works and you can form your own opinion.
Good judges will not screw with you on the front of the hood-painted or not.
