Dave - I removed my '67 bumpers for chroming (and body paint), and upon re-installing them, the back bumpers did not match very well at all when lining them up. Oddly, nothing at all changed with respect to the body and frame. The bumbers not aligning properly had me scratching my head.
Here's what eventually worked for me. Back off slighly the bumper bracket at the frame attachment point. Make it loose so it can move freely. Then it should have enough play to line-up with the bumper at the bumber end. Set both bolts and tighten each back and forth. You'll eventually tighten the bumpers down so that they'll line-up and back into their original position.
