Is there a special tool used to stake the small brass screws on a carburetor choke plate or throttle plate, so that the screw can never loosen or come out.

Yea, Its called a cold chisel.

I figured it was something simple, but is there a trick to staking the two screws on a Holley choke plate without bending the choke plate shaft? I guess one would have to come up from the bottom with a long chisel.

I also thought about using a pair of needle nose vise grips and work from the top, but I think I'd also screw up the head of the screw.

i just use red loc tite but

do not get any on the choke shaft were it goes tru the carb body or the choke will not move. just put a little on the screws before installing them

I am sure they had a fixture at the factory. The screws are brass so it will not take much force. Or as mentioned use locktite.
