If your postmaster refused an International Postal Money Order from Canada made out in US dollars, I'd find another post office and report the first guy to his superior.
Don't know what kind of bank account you have, but my bank will cash foreign cheques (even made out in foreign funds) at that day's exchange rate without extra charges or delay. The funds are subject to the cheque clearing the originating bank of course.
