The '61-'62 rear bumper has a portion that surrounds the license plate. Looks like a horse collar. It's held on by 8 bolts. 6 of which have heads and thread into nuts welded onto a frame. 2 are carriage bolts that have nuts on the other side. How do you get at those nuts?

Chris, Its a pain in the arm, but...
...you just reach up there from under the car and fiddle ding around until you get the job done. It's painful, but worth it. -

That's going to be tough. I could barely get my arm in there and my fingers just touched the nut. Don't know how I'd get any leverage on a wrench.
Did you use a wrench? Or a ratchet and socket? Any extension on the ratchet?Comment

Chris - Believe I use a ratchet, looooong extension and a "wobbley" socket. Sometimes, I'll insert nut in socket and masking tape washers in place to get it all started. You know, just like they did at the factory...Comment
