My 1980 has been nosed hard and the skid plate has rotated back, lifting the portion of the air dam and giving the car a "smile". How do I repair it?

If the fiberglass is damaged, then you're going to need to do a fiberglass repair. If you don't want to get into that, then your best is to take it to someone who is competent on Corvette fiberglass repairs.
If the damage is limited to the spoiler, itself, then about your only option is replacing the spoiler. These things are really not repairable. For your car, this is a 2 piece spoiler that joins in the middle. They're both still available from GM under GM #14016063, left side, and 14016064, right side.
