Don't know what a decoder is, but there's an article in the Spring 82 Restorer by John Amgwert which has all the 1967 Protect-O-Plate codes. It's on the 1967 Restorer CD but I don't know how to transfer it. If you email me, I'll figure a way to scan and email it to you.

If you look carefully in your copy of the AIM book (Assembly Instruction Manual), you'll find a page that documents what letters/numbers are to be placed in which hollarith columns of the PoP along with supporting tables indicating the meaning of the individual code/fields!
