My key will only turn about a quarter of the way. The car's been sitting for a while and apparently the t-top leaked at some point, because the driver's floorboard was damp. Could it be the ignition lock cylinder needs replaced? It moves out of lock position and I hear a small click and that's it. Thanks.

The ignition lock cylinder could be the problem, but from your description, the lock cylinder wouldn't be my first guess since it is turning freely for the first portion of travel. If the cylinder turns at all, that says all the tumblers have worked as expected.
I would probably look first at the ignition switch down on the column...the T-top leakage may have caused internal corrosion that is preventing contact movement. If the switch appears to operate freely, I would next inspect the tiny rack gear mechanism in the top of the column. This rack actuates the linkage rod to the ignition switch assembly further down the column when the key is turned.
I can't remember how easy it is to inspect the ignition switch without taking the column apart. I do know that the rack mechanism can not be accessed without disassembly of the upper column...removal of steering wheel, removal of turn signal switch, removal of anti-theft plate, etc. Complexity becomes greater if you have a tilt-telescoping column.- Top
