C2 speed cable routing

I am installing another speedo cable in my 66 to hopefully cure my speedo needle bounce. Near the 4 speed transmission fitting on the underbody tunnel there is a "clip" or strap designed to hold the cable away from the undercar exhaust. It is still there but the rivet is loose and the strap rotates 360 deg and is not very effective. Any suggestions on how to fix this.

Also should the speedo cable pass over or under the tach cable. Not a judging question just trying to minimize any kinking.

Place the cable in the clip and close the open end of the clip. If the clip is coming off you can try to tighten it up by holding a heavy hammer on the head...inside the car.... and "re-mushrooming" the end by the clip with another hammer. This requires the removal of the carpet and underlayment which requires the removal of the seat and on and on .......
