    69 center link finish?

After cleaning my steering components I noticed that the center link has some kind of a blue/grey coating that looks close in color to the front shocks. It looks as though it has been flaking off but as I tried to clean this "coating" off I started to wonder if maybe it wasn't a result of some factory heat treating process. I came to this theory because I can't get any of it to flake off. Can anyone fill me in on what this "coating" is and what would be the best way to restore this center link? Thanks.

There was no coating used on the steering relay rod. It was a natural forged finish.
