Pulled my C1 fan shroud last night, odd thing�

There are two welded and smoothed over holes in the lower pan of the shroud, and two matching repairs on the crossmember. If I remember right, there are supposed to be screws there. The 55-60 Paragon shroud hdw has only the 4 mounting screws and 9 clutch screws, not any screws which would go in this location.

Am I right, these holes should be there?
What screws should be there, if so?
Does Paragon or someone else have them?
