I found an origional 59 oil cap, only problem all of the schreaded steel has rusted and fallen out. Is there a product that is acceptable by judges I can insert and that will not fall out? I thiught of steel whool, but i wasn't sure if it would harm the engine?

Re: 59 Oil Cap, Inside material??
Original material WAS a form of 'steel wool' with the individual strand/shavings being quite large/thick. Geometry was sufficient to prevent stray strands from getting through the breather cap and entering the engine.
Plus, note the exterior vents on the cap are OUTSIDE the oil filler tube meaning any stray steel gauze particles would fall on the engine intake and not down the oil filler tube. Also, once oil stray oil fumes from normal engine operation permeate the steel gauze, the oil residue will act to 'glue' the strands of the gauze together AND protect them from oxidation/rust.
I don't know the specific composition of the steel gauze material used, but it might have been been zinc/cad plated to retard oxidation. Perhaps others know specifics here.
Expect judges to rule by visual appearance meaning any material you install to replace the original that LOOKS like the original should pass inspection. The 'trick' is going to be getting the replacement inside the outer cover of the oil cap!
Other chapter members HAVE reported sucess in manually de-crimping the oil cap's outer cover, removing it to straighted dents, then re-installing & re-crimping the outer cover to the inner section. From this, I'd suspect you CAN sucessfully restore your oil cap IF you take your time and work at it!- Top

Thanks Jack, I am hoping to find a trick way other than dissassembly and recrimping. Do you have any ideas on the material?- Top
