My 67 seems to go from just about zero toe to a tad too much toe by moving the thinnest shim currently installed from one side to the other. The shims are from a stainless kit that came with 1/4", 1/8", and 1/32" shims. Are they any shims thinner than 1/32"? Is it normal to have to resort to shims so thin to get the alignment right?

Swapping a shim from one side of the trailing arm to the other should change toe measured at the tire crown by less than 1/32" and you want each side to be in the range of zero to 1/32". Refining the toe by using a 1/64" shim is good if you can find one.
