1961 hood lock assemblies question

I have a question that I hope the experienced out there can answer. Two judges that looked at my '61 this weekend couldn't agree whether the two male spring-loaded hood lock assemblies and the two female assemblies are painted black out. One judge thought they were entirely painted. The other disagreed. Some help on this question will be appreciated.

Tony, Both were in place during the...

...blackout process and both received some degree of black paint. The "rub" amoung judges would probably be "what degree". I try to look at it from this point of view. Put a spray gun in your UAW hand and start shooting blackout in the engine compartment and underhood area. It won't take you long to pretty much figure out there is no picture perfect answer to this question. I'd guess the black paint was flying everywhere with little long lasting concern about exactly where it went. Of course, after many restorers have replated there male and female parts, the thought of painting them with black paint is more than they can stand. They were not using an "air brush" in St Louis...
