C3 Grill Screws Finish

What should the finish be on the head of the screws that retain the center, left and right grills on a February '69 car.

The screws used in the black '68 & '69 grilles are called out in the1968-1969 Judging Manual on page 34 6. Front grilles, license mount, & head lamp shields. "A black phosphate cross recess head screw attaches thru this hole and to an "L"shaped bracket................." If you want the exact wording, I have just scanned it into my new Apple iMac G5. I would be happy to send it via e-mail.

I did read that section in the Judging manual, but it still wasn't clear to me. It seemed the sentence you quoted was being supported by the prior sentence which referred to '68. Black phosphate it is, thanks!
