Can someone please tell me if the shifter boot on a '70 4 speed can be replaced without removing the center console top plate. I have checked the AIM but it does not show how to remove and replace.

As I recall, it can be replaced without removing the console plate. You have to remove the 4 phillips head screws surrounding the boot. However, even if it did require removing the console plate, that's pretty easy, too. There are 4 phillips head screws which retain it.
I've re-thought this. I don't think that it is possible to remove the boot without first removing the console plate. This is because of the reinforcement on the perimeter of the boot; there's no way to "collapse" the boot enough to remove and re-install it from above. So, you have to remove the plate so that the boot can be removed from below it.
Joe, you are right. I tried removing the four screws but it is stuck in place pretty tight. I plan to recondition the shifter plate sometime in the future so I'll replace it then.
