Can anyone give me some imput on how to adjust the hood latch so it stays closed during driving? Also I have no front parking lights or any turn signals on the 59 corvette, checked and rechecked all the bulbs cleaned sockets with no luck, where should a guy go to next?

Do you have headlights and horn? They share a common ground at the radiator support with the park/turn signal lamps.
The rubber bumpers set the height of the hood (to flush it to the upper surround surface), and the male latch bolts on the hood adjust to set the depth of the end of the bolts (engagement) with the striker plates on the firewall. Put a piece of aluminum foil on each striker, and lower the hood gently so the ends of the bolts make an impression in each one to ensure that the latch bolts are centered as they engage the striker.- Top

For the hood latch alignment I took the springs off and pulled the hood release to open position. When you close the hood the cones will help center the latch plates.
A wrong or bad flasher can cause strange problems. I had similar problems with a new flasher. A different new one fixed it.
