If your spring has the correct H-shaped polyethylene liners betweeen the leaves, then, yes, the clamps can be removed. If you don't have the correct liners, then you can still purchase them from GM (part # 3794113), but be prepared for sticker shock. GM list price is $13.67 each. GMpartsidrect.com sells them for $7.79 each, but it will cost you another $8 for shipping & handling.
Guys, the spring is a replacement, not sure of where it was purchased from. I do have the correct liners and the spring looks correct other than the bands.
I'll remove the bands.
If the leaves are the correct width and have the "H"-section liners in place, there is no need for the clamps; the width of the leaves is trapped between the attaching bolts once installed.
