No, the target is still the same--make the car APPEAR to have factory original paint (which was typically lacquer) and to the extent you and your painter can pull this feat off using a non-lacquer substitute there may be no deduction(s) whatsoever...
Roy Sinor DID publish a rather extensive set of guidelines for exterior finish with recommended standard deductions a short while back that aren't yet incoprorated into the NCRS Judging Reference Manual (the 'white' book). Club members were encouraged to photocopy the guidelines and use them in the interim.
They include pointers for what factors should be considered under the three exterior paint categories (Color, Paint Originality and Paint Condition) when judging a car along with what scoring percentage deduction is in order for various deviations from factory typical...- Top

The revised body fiberglass and paint guidelines are included in the new (7th Edition) of the Corvette Judging Reference Manual, available from the on-line store at the top of the page; used to be known as the "White Book", now it's the "Blue Book"- Top
