The tie rod sleeve clamp bolt torque is 12-16 ft-lbs.

I'm out of town and don't have my references handy, but you'll find the tie rod end nut torque in the UPC 3 section of your assembly manual; it's also listed in the "Front Suspension" section of the "Specifications" section in the back of the Chassis Service Manual.

Oops - it's in the UPC 9 (Steering) section, not the UPC 3 (Front Suspension) section.

The 1963 Corvette Shop Manual shows 25-35 lb.ft. torque for a "tie rod stud nut".
