The water control valve for C-60-equipped cars is located on the right side firewall/fenderwell area, below the heater blower motor. The original valve used for 1971 applications was GM #3984642. That valve was discontinued 25 years ago and replaced by GM #3984641, the 68-70 valve. The 3984641 remains available to this day from GM.

It's currently $43.77 LIST from GM dealers. It's also available from Delco dealers under Delco #15-5100 for about $25.

Lyndon you might find that the valve is easy to replace if you remove the grille on the passenger side of the car. The grille is easy to remove, couple of screws and one nut. I changed out my blower motor through this access.

yeah I think I will give that a try, the service manual says to remove the tank to remove the blower.

Lyndon if you have not removed the grille before the nut mounts to a stud made in the grille, so the grill will have to be tilted slightly at the top and lifted up until the stud clears. It a 7/16 nut and is located in kind of a recessed area towards the front of the side grille accessed from just in front of the body mount and the end of the splash pan. Knowing where mine are located and I can find them sitting beside the car a remove them with a long 1/4 inch extension. The nut is a star washer/nut combination piece on my 70. I installed a aftermarket coolant recovery tank on top of the splash shield using this access.
