... as John H. says, although I've never looked for one on a C3. On my late '65 there's a 21mm gap between frame top and fibreglass body, so with the wheel off, I can get my head up there and see down at about a 20 degree angle. Also, I can make it out from slightly below with a dentist's mirror and flashlight directed into the mirror. In my case, the number ends about 6mm forward of the rear mount bolt, and begins about 50mm forward from there. I'm lucky, as the frame surface has no rust; nevertheless, the stamping is fairly faint on some edges of the numbers. I think I'll try John's White-Out trick, as I'd like to take a picture.
