What are the widest tires, including aspect, that will fit on stock rallys for a '70 and still allow proper suspension travel and steering? Car currently has 225/70x15 which require replacement. Any recomendations on tire model?

The largest size that I know for sure will fit without interference or other fitment problems is 245-60-15. The other benefit of this size is that it is very close to the original F-70-15 size in diameter so speedometer calibration is essentially unaffected.
I have heard of folks using the 255-60-15 size; some reporting slight interference problems and some not. Of course, 1978-82 Corvettes used the 255-60-15 size as an optional equipment tire. However, I believe that there were subtle changes made to the 1978-82 Corvette body work and/or inner fenders to accomodate this size tire and validate it for production use on a Corvette.
I'm sure that aspect ratios lower than 60 would also enable the use of a wider tire without causing interference problems. However, I believe that such an issue is essentially moot since there are few, if any, suitable 15 inch tires manufactured with aspect ratios lower than 60.In Appreciation of John Hinckley- Top
