Remember, JG stands for "Judging Guide", and a knowledgeable judge should use discretion. The 215/70R-15 is closer in OA diameter and revs per mile to the OE 7.75-15 than the two sizes listed in the JG. It is wider, but all OE C2 wheels are within the acceptable width range for this size, and it will not interfere with the body on OE wheels. From an engineering standpoint, it is a totally acceptable - actually the best - modern size equivalent, and that's really what counts.
If you get more than a 75% deduct, especially because it's considered the "wrong size" because it's not "in the book" I would appeal to the Team Leader.
As stated in the '67 TM&JG (Exterior Section, "Tires"), both 205/75 and 215/70 are considered as acceptable service replacement sizes for the original 7.75-15 tires.
